The Gelth Confederacy was an organisation made up by Rose Tyler while attempting to bluff the Sycorax into leaving Earth alone. She tried to invoke the authority of the "Gelth Confederacy" among other species she had encountered on her travels. (TV: The Christmas Invasion) According to one source, the Gelth Confederacy was the genuine state of the Gelth whom lost their physical forms during the Last Great Time War.
