A Governor was in control of the prison satellite, Rykerzon.
After the Eleven and Helen Sinclair's Battle TARDIS crashed on Rykerzon, he took them in as prisoners and used the Kandyman to try and understand where they came from.
After the prisoners' revolt was ended, the Eleven killed the Governor and took control of Rykerzon. (AUDIO: World of Damnation)
