Hagan was a human rebel against The Consensus. He wanted to take the Eighth Doctor from the prison, to get his help for the rebellion and in order to kill the planets below the sun in the facility the Doctor was imprisoned in. He also murdered Jelena after she tried to kill the Doctor. (AUDIO: Prisoner of the Sun)
