Hal was a member of the Marine Rescue Brigade on Earth in the 40th century. He and Pete Nesbit investigated the disappearance of a fishing fleet sailing past Spain. They discovered that sea creatures mutated to giant size by an unexploded H-bomb were responsible. When the creatures grew limbs and attacked a city, the Brigade drove them back into the sea, then detonated the H-bomb, killing them. (COMIC: The Sea Monsters)
