Hali Devine was a colonist on Axista Four.
She was tall and thin, with blonde hair. Devine was one of the Realists. When the Tyrenians attacked the colony, she sent out a distress signal. After discovering the truth about them, she advocated for sharing the planet with them peacefully. (PROSE: The Colony of Lies)
