Harbou was the mate of the Lung of Heaven. When the pirates of the Parliament of Rats boarded the Lung, Harbou surrendered to them as he had been ordered by the Lung's captain, Katr Korzen. After Korzen and the Fifth Doctor surprised the pirates, Harbou and the rest of the crew subdued and killed the pirates. (PROSE: The Parliament of Rats)
