Hardtack was a ration that the sailors on board the Shadow complained about. Both Jackson and Collier hoped that the Fifth Doctor, whom they mistook as the new cook, would deliver them from hardtack. (TV: Enlightenment)

Though not explicitly defined in the story, hardtack is a very simple kind of biscuit, using only water and flour.
