Harvey Marsh was the leader of a crime syndicate in London in 1899. He wanted to teach Mary Brown a lesson. He followed Mary to the church that the Fourth Doctor, Romana I, Henry Gordon Jago and George Litefoot, were at and attacked them. He took Romana away. (AUDIO: The Justice of Jalxar)
