Hecto Shellac was an Alpha Centauran lawyer in New Old Detroit.
He worked for the city's gangs, who would not let him quit because he was so good. He acquired a world bomb, believing it would keep the gangs off his back. He killed Johnny Seaview and Red Morgan when they interfered with his plans. (COMIC: The Deep Hereafter)
