Hedra was the leader and astronomer scientist on perpetuity station. She was one of the three survivors from a space plague. She wanted to force the Doctor to take them off the station. The Doctor wouldn't allow her to go. She created a plan to help the Doctor and Vicki Pallister escape from the Daleks.
