By some accounts, the High Court of the Time Lords was a powerful Time Lord institution which held the Doctor's first trial. By some accounts, the High Court was overseen by the President, (PROSE: Doctor Who and the Auton Invasion, World Game) matching a slightly different's reference to the "High Tribunal" as headed by the First Time Lord, the highest-ranking member of Time Lord society.
