High Priest (Death to the Daleks)

The High Priest was the religious leader of a group of Exxilon on the planet Exxilon who worshipped the sentient Great City of the Exxilons which the race had created. He was involved in the sacrifice of victims to the robotic "roots" of the City. (TV: Death to the Daleks)
