High Priest (The Elite)
The High Priest of Power, or simply the High Priest, was a Grey Dalek who posed as an envoy of the god of Florana upon crash-landing on the planet.

A Dalek was fighting a war when the space-time core of his timeship was damaged, causing his ship to fall through time and space and crash on Florana. With the ship irreparably damaged, the Dalek pretended to be a divine messenger upon being found and was set up as the High Priest of Power, based in the Cathedral of Power and placed in makeshift casing due to his original no longer being capable of supporting him. He began a war with the settlements outside of the city to necessitate technological development and set up the Academy with the aim of eventually having a new timeship built.
Ten years after his arrival, the High Priest was made aware of the presence of the Fifth Doctor, Nyssa and Tegan Jovanka on the planet and returned to his original casing to help himself recognise the TARDIS. He used its artron energy to power up his Cleansing Fire transmitter and had Father Thane bring the Doctor to him, getting him to agree to take him in the TARDIS to a Dalek fleet. Father Thane listened to the conversation, however, and was enraged to learn that the High Priest had been lying to the Church; whilst the Doctor was rescuing Nyssa from the Academy, Thane killed the High Priest to make a martyr of him. Before he died, the High Priest remarked that Thane learnt well. (AUDIO: The Elite)

The death of the High Priest allowed Thane to stir up the public against the Elite Armed Forces and the Rejects, but he ultimately failed to destroy the city. Although the Fifth Doctor warned Ella that the new government must not be a dictatorship like the High Priest's, a Department of Citizen Registration was set up to catalogue those who had been conditioned by the Academy.
