Hingrad

Hingrad was an intergalactic criminal, described by the Third Doctor as "the greatest thief in the universe" and "a master of disguise".
In the 1970s, he came to Earth with the intent of stealing the British Crown Jewels from the Tower of London. The Doctor and UNIT learned of his presence and tracked him to the Tower Hill tube station, where they discovered a secret passage leading to the Tower. Hingrad captured the Doctor, put him in stocks, lit a cannon aimed at him, and left. Although the Doctor freed himself, and Beefeaters prevented Hingrad from stealing the jewels, the thief escaped by diving into the River Thames. (COMIC: Secret of the Tower)
