The Hood was a mysterious figure who asked Leonard if he trusted the Unbound Doctor and represented the true saviour of the universe. (AUDIO: The City and the Clock)
He turned up at different members of the parliament to bribe them to vote against him. He shot the Unbound Master and Bernice Summerfield. When he met the Mother Superior, he had a philosophical debate about her prayers, and they told her to vote against the Doctor. He told Benny that he was implicating the Master to make her mistrust him. He tried to bribe Benny by saying that the true saviour could get her back to Peter Summerfield.
