"How many times has the Doctor been seen blinking since 1963?" was an "important stud[y]" conducted by DWM that followed on from prior investigations such as "How many times has the Doctor been seen eating in the series?" and "How many times has the Doctor been seen singing in the series?". Research to answer the question began in September 1992 with the First Doctor. However, the study got off to a rocky start as the DWM employee in charge accidentally counted a squint as a blink not twenty in, which forced him to start over again. (NOTVALID: The Year Ahead)

The study begins with the examination of a First Doctor episode, implying the person in charge is watching the first ever Doctor Who story, An Unearthly Child. In the real world, a complete and accurate answer to the study from this story is impossible due to the existence of missing episodes. The earliest point from which an answer could be determined is onward from the first part of The War Games, the final Second Doctor story, broadcast 19 April 1969.
