Let me start by saying that this is a crazy theory. It does fit continuity (of the overall Whoniverse, and of Miracle Day up to episode 3), but I strongly doubt it's what RTD actually has planned. Still, …

PhiCorp is the Philby Corporation, as in Kim Philby, the real-life famous double-agent. It's a front for his secret organization Tightrope, from Endgame, which has gone on to a new mission since Philby died in 1988 and the threat of nuclear war ended shortly thereafter. They're targeting Torchwood because provincial organizations scavenging alien tech is even more of a danger to the world than nuclear arms were (and besides, they want that tech for themselves), and Torchwood is the only such organization that's been successful. Philby knew the TARDIS was bigger on the inside, but not that it was a time machine. The reason they have to threaten or blackmail CIA section chiefs like Friedkin is that it's the one agency that never trusted Philby.

I can actually provide more detail on all of these bits, and answer some of the obvious questions that come up. But, as I said, it doesn't seem likely. Even if Torchwood weren't separating itself from Doctor Who, why tie a season arc to a mediocre-at-best Terrence Dicks novel that was rarely referenced again even in the other novels? Yes, but it actually fits better than the Silence/Church theory, without leaving all those unexplained in-universe questions. It's just the big gaping out-of-universe question that I mentioned above that makes it incredibly unlikely. --173.228.85.118 03:01, July 24, 2011 (UTC)
