The in-universe Torchwood website has series 2 dates in early 2008, some things being a mobile phone recording (dated on January 2008), and all of the Torchwood Team's in-univer e-mails are said to be early 2008. An artcile written in early 2008 references their "wild goose chase" as being the previous year, 2007. Dialouge in seres 1 Torchwood sites it as late 2006, the last episodes leading upto series 3 Doctor Who being in 2007. Dialouge in oen series 3 Doctor Who episode says it is 2007. I believe in a Torchwood novel of two cites series 2 Torchwood as being in 2008. As we know, Torchwood series 2 leads into Doctor Who series 4, which is also dated on-screen as 2008 (both in Partners in Crime and in The Waters of Mars).

The End of Time's December 2009 date causes Planet of the Dead to be in April 2009, causing series 4 to be in 2008, which Partners in Crime, The Waters of Mars, and Torchwood series 2 dates all make it themselves. Children of Earth's September 2009 date furhters the non-year-skip. The point is, no matter what media, some in-universe things, commenteries, dialouge or something seen on-screen, or anything always cite nothing as being one year ahead. Heck, even that mobile recording in Torchwood series 2 - January 2007, putting series 3 Doctor Who is 2007, which was head on-screen anyways.

Torchwood's Exist Wounds dates series 2 as being in 2008, and Owen joining Torchwood being in 2005, he joined Torchwood around the events of Aliens of London.

We have Aliens of London vs. dialouge, in-universe things, e-mails, newspapers, novels, commenteries and everything of Doctor Who and Torchwood.

The writers, in my opinion, said, "**** it, the year skip can go to hell." Hence, why everyone one of them, including the Torchwood website and the specials, have ignored it. Because the Doctor is a time traveler, my ultimate solution is that he did something to end the year-skip crap at some point. Wibbly-wobbly, timey wimey, as they say.

We can all be ignorant and ignore everything and listen to one Aliens of London, or we can stop ignoring dialouge, commenteries, newspapers, in-unverse things, e-mails, and what not, and do what the writers did. "**** you, year skip."

I for one, refuse to be ignorant of it anymore. When I saw that September 2009 date in Children of Earth, Torchwood series 2 being put in 2008 from both the website, a mobile thing, e-mails, and on-screen dialouge, and Partners in Crime and The Waters of Mars putting series 4 in 2008, and the specials 2009 specials forcing them there further, that settled it. Screw the year skip, as I can imagine the writers saying. The Doctor's a freakin' time traveler, he could do antything to alter Aliens of London. And when Exit Wounds prtty much dated Owen joining into 2005 (despite Aliens of London's 12 month skip), it became to clear. They don't care about what one random series 1 episode said, they basically retconed it. Or, if you want to say it better, perhaps the Doctor did something. It's retcon, really. It's been overwritten by Doctor Who, Torchwood, and their related media. In a show where the main character time travels, he could easily retcon that year thing.
