Ian Barnes was the younger brother of Angie and Terry Barnes.

On Halloween 1973, his siblings introduced him to their friend, "Starman", who was actually a stranded Dalek. Starman held Ian hostage to force Angie and Terry to bring him some equipment in order to repair his ship. (PROSE: The Monster in the Woods)
