Ifor Tragacanth was a member of the plenium trust who wanted to stop the destruction of Earth. She was its counsel in the defence. She was worried when the Fourth Doctor didn't give the evidence. She realised that she could get the Doctor protected in the Witness Protection Universe. She worked out Skorpios often used the Children of Pyxis as his personal assassins. She tried to get the Doctor out of the Witness Protection Universe but got stuck in bureaucracy. (AUDIO: The Doomsday Contract)
