Jeff Shrubb was a right-wing political columnist and second-in-command to the Supreme One.
Due to his excessive ambition, the Supreme One had him replaced with a Celebroid. He was ordered to keep an eye on the Seventh Doctor and his companions after their arrival on Olleril.
After being injured, he discovered his true nature. Now insane, he went to the cryogenics unit where his original body was stored and destroyed it. He tried to kill the Supreme One so the Celebroids could be in control of the planet. However, he was shut down by remote control before he could accomplish this. (PROSE: Tragedy Day)
