Jim Brackley

Jim Brackley was a one-armed man who lived in Dartmoor in 1880. He informed Bernard Faversham that Ben Tolliver had been killed. Afterwards, he rode to Fulbright Hall to inform Sir Alexander Cromwell of Tolliver's death.
Brackley was later paid by the Fourth Doctor to keep watch over Tolliver's boat. (PROSE: Evolution)
