In human culture, Joe Q. Public was a hypothetical member of the public. Bernice Summerfield thought that the Library at the British Museum would consider information on the Knights Templar and time travel to be "too subversive for good old Joe Q. Public to read", much like "fascist periodicals, Fortean Times, the skinflicks and the Beano". (PROSE: The Sword of Forever)
