Jules Desault was a human criminal operating in Paris, 2069.

In 2069, Desault was hiding in a building. A Scotland Yard communications room was tipped-off about this by an anonymous caller - actually a member of Betty Carlisle's gang, who was calling in to remove the opposition so that the group could take over Europe.
As a result of these calls, he was shot at by two police officers. (COMIC: The Big Tip-Off!)
