The Leisure Palace Company was responsible for lowering Leisure Palaces onto the planet Midnight, making it a tourist destination. According to Professor Hobbes, before they moved in, no life had ever visited the system. After the Doctor informed them of a mysterious and deadly entity that lived there, the company withdrew from the planet and left it in peace. (TV: Midnight)
