Lip-sync was a function which enabled mouth movement to match the sounds in dialogue.
The TARDIS translation circuit had this function, which prevented any visual confusion as to why people in other times and countries speak the native language of the time travellers. English speaker Bill Potts realised this as she spoke with Latin speaker Simon. (TV: The Eaters of Light)
