Lucia was an administrator on Trabus who wanted to get her planet to the Confederation. The War Master visited her when he pretended to be an emissary. She negotiated her citizen's concerns and demands for membership. She hoped that joining confederacy would improve the situation on her planet and tried to influence the Master.
