Lieutenant Lucke was an officer in the German Army during World War I. He was abducted by the War Lords and hypnotised into participating in their simulated version of the war where he served under Major von Weich.

He interrogated the Second Doctor, Jamie McCrimmon and Zoe Heriot, and thought the Doctor's story about being time travellers was nonsense. However, he was convinced of the Doctor's story when he demonstrated his sonic screwdriver on Lucke's pistol. The Doctor, Jamie and Zoe then escaped when they took Lucke's pistol and held him at gunpoint.

Like all the surviving victims of the War Lords, he was returned home by the Time Lords. (TV: The War Games)

Before being returned home, Lucke encountered the Eighth Doctor, who had been captured by another patrol. Upon hearing the Doctor's name, Lucke wondered if there was an entire medical delegation wandering around No Man's Land. The Doctor tried to break the Aliens' conditioning, but Lucke almost killed him in response before a general stepped in and took custody of the Doctor. (PROSE: The Eight Doctors)
