Matthews was an Adjudicator on the Darkheart colony. He hadn't aged in three hundred years due to the effects of the Darkheart.
He and Hiller escorted the Second Doctor, Jamie McCrimmon and Victoria Waterfield to the Adjudication Lodge. Matthews was later killed by Hakkauth. (PROSE: The Dark Path)
