Mawvik was the evil dictator of Refutu who used clay minions animated by his own consciousness. This was in the Eighth Doctor's fantasy within Lest's prison. In this fantasy he gained access to the Time Vortex because of the Doctor's actions. (AUDIO: Memory Lane)
