Metin Kenniter was a Councillor on Olleril.
Madame Guralza gave the Seventh Doctor an access wafer belonging to Kenniter so he and Bernice Summerfield could explore Olleril to find Ace. She advised the Doctor not to think about what happened to the original owner. When he used the wafer, though, the ruse was uncovered as Kenniter had been killed three months previously.
