Minister of Hugs was an Earth governmental role. It was created by the Twelfth Doctor after he was elected President of Earth during the Hyperions' invasion of the planet in 2015. After Clara Oswald criticised the Doctor for spreading fear among the people he was now presiding over, the Doctor insisted that the "warm" sentimental stuff was her job, and appointed her to the role.
