The NATO Defence System was used to control NATO's military assets in defence of Earth.
Members of UNIT with level one clearance had access to the system. The clone of Martha Jones used the memories of her counterpart to access the system and cancel any attacks made against the Sontarans. (TV: The Poison Sky)
