A Navigational Guidance System Distorter (PROSE: Time and the Rani) could force a passing spaceship into landing where it was employed. The First Rani used one on the Doctor's TARDIS and later the Seventh Doctor found it in her laboratory on Lakertya. (TV: Time and the Rani)
