The New Order was the ideology adhered to by the War Lords. As outlined by their leader, the New Order dictated that the War Lords, due to their intelligence and desire for conquest, were "destined to rule" every galaxy in the universe. They allied with the renegade Time Lord known as the War Chief, and together they set about in their goal of universal domination by capturing soldiers from various wars in Earth's history and pitting them against each other in the War Games to select the strongest ones.
