Noni was the son of Mary Barnes and helped her to run the Madame Tissot Waxworks in Brighton in 1833. He followed Romana II and the Fourth Doctor to Goole's Gallery of Ghouls and had to face off against Goole. After the Gallery blew up, he thought of having a Chamber of Horrors for their own exhibit.
