Oliver Milne
Oliver Milne ran Milne Futures in an office block in Splott, which was shut down by Torchwood.
He had used brain augmentation drugs devised by the Committee to enhance his workers. Ianto Jones investigated and confronted him, claiming there were negative side effects. He revealed he’d used retcon to un-do the effects of the augmentation, however it inadvertently fatally poisoned all of the workers.
After the subsequent inquest, Ianto posed as Oliver’s taxi driver and revealed he was planning to take a retcon pill to erase his memories of the disaster. He offered one to Oliver, but he refused.
Oliver arranged for Ianto to be lured back to his abandoned office block to force him to remember and got a girl involved to help his scheme to torture Ianto, promising that he would help her to remember her brother. He planned to trap Ianto on the top floor to slowly die. Ianto seemingly begged him for forgiveness, however instead tricked him to steal his key card. He used it to access the lift and abandoned Oliver at top of the office block. (AUDIO: The Office of Never Was)
