A painter is a member of the art department whose primary job is the painting of set flats. He or she typically has the skills of a residential house painter, combined with more specialised knowledge of how paint renders under certain lighting conditions, and with certain cameras.

Painters were never specifically credited in the original version of Doctor Who, but beginning with the 1996 movie, certain key painters began to be credited. The first known credited painter in DWU history was the tele-movie's Barry Kootchin. He was followed by several different standby painters in the BBC Wales era.

Painters are usually responsible to construction managers or construction chargehands.
