The Pantheon worked under the auspices of the Shadow Proclamation. Silas Wain and Tharlot were among their agents. They were trying to save the universe when Tharlot undermined their plans. The Tenth Doctor was able to stop Tharlot's efforts of universal domination. (COMIC: Agent Provocateur)
