The Pas Jass-Vortan was the Dalek "time campaign", also known as "the War to End All Wars". The Special Weapons Dalek served in this conflict, and in the Pa Jass-Gutrik and Pa Jaski-Thal, prior to the Shoreditch Incident. (PROSE: Remembrance of the Daleks)
By the incident, the Daleks planned to wage war against the Time Lords. They called it the Pa-Jass Vortan, which, according to the Seventh Doctor, translated to “the Time War.” (PROSE: The Slyther of Shoreditch) By one account, the Time War was preceeded by the Temporal Cold War which followed the Ravalox Affair in the Sixth Doctor's lifetime.
