Pascal Babich was the CEO of Blind Summit. He recruited Matthew, with whom he entered into a romantic relationship. Matthew, who worked for Torchwood One, supplied him with Excellium and the means of making Arachmeds.
Babich planned to kill Yvonne Hartman and set Matthew up as director of Torchwood. He met for a drink with Yvonne and attempted to kill her with an Excellium soldier. However, she survived. Babich later administered Excellium to Ianto Jones and awoke his retconned memories, revealing his ties to Yvonne. Babich and Matthew attempted to kill them both, but Tommy Pierce arrived and decapitated Babich. (AUDIO: Blind Summit)
