A passenger rocket was a transport vehicle. On Deimos Moonbase, such a rocket was used to evacuate during an Ice Warrior invasion. (AUDIO: Deimos)
The Monk created an artificial gravity eddy to bring it (and the Eighth Doctor who was also on it) back to Deimos to face Lord Slaadek. The Doctor was forced to repair the base's atmospheric re-ioniser. The Ice Warriors then used it to destroy the passenger rocket and kill everyone who was still on board.
