Perry, (TV: Thin Ice) the inherent "Lord Peregrine Sutcliffe", (PROSE: Rooms to Rent! [+]Loading...{"page":"35","1":"Rooms to Rent! (feature)"}) was an orphaned boy living on the streets of 19th century London.

During the frost fair of 1814, Sutcliffe's men paid Perry and his friends to lure people onto the frozen River Thames to be fed to the creature Sutcliffe's ancestors knew had been trapped under the ice, though the children themselves were unaware of Sutcliffe's true goal.

Following Sutcliffe's death, the Twelfth Doctor altered the will so that Perry inherited his manor. (TV: Thin Ice)

The house, located near the Thames, became "affordable housing" for the community, with priority for "orphans and other urchins". The rent was nominal and free grub was provided three times a day.
