Philip Fowler

Philip Fowler was a lift porter at a hotel in London in 1910. When Edward VII died, the Fourth Doctor entered the lift, searching for a particular threat. Fowler began to speak of revolution and change, and the Doctor realised that Fowler was the threat. He informed Fowler that he was nothing more than one of several programs that were activated on the death of the king, intending to incite revolution. The Doctor deactivated Fowler.
