Chairman Pletrac was an Inter Minorian tasked with immigration control.
Pletrac was angered by Vorg and Shirna's importation of a miniscope, which contained living specimens, defying Minorian law. Pletrac sent for an Eradicator to have it destroyed. When the Third Doctor emerged from the miniscope, Pletrac ordered that he be shot.
Vorg later conned Pletrac out of money with his carnival tricks. (TV: Carnival of Monsters)
