The Prime Minister of Gallifrey was an office established by Rassilon following his dissolution of the role of High Chancellor shortly after his resurrection. The War Livia Caralis, who had held the position of Chancellor, became the first Prime Minister. Like the chancellorship, the Prime Minister had the power to determine jurisdiction.
