Pygmalion

Pygmalion was the King of Tyre. He had created a new flotilla of ships. He didn't get on with his sister Elissa. He later interrogated Ian Chesterton and later wanted to sacrifice him to bless his new ship. He became very angry after Elissa stole his ship and took it out on the First Doctor. He chased after his sister eventually to Carthage where he tried to kill her. (AUDIO: The Phoenicians)
