Quan was the leader of the mining robots of Tuven III.

He was a "squat robot, shorter than a m"n with a rounded, flattened face and "small, piggish facial features". His body was ridged, with heavy overlapping metal plates.

After the mining operations the robots were ordered to perform rendered the planet's surface uninhabitable, Quan went into suspended animation in an underground chamber, waiting to one day be reawakened and given new instructions. The descendants of the original humanoid miners formed the Fellowship of Quan, a cult who believed that he was prophesied to one day return to terraform the planet into being habitable again. Eventually, the Master discovered the legends of Quan and, thinking he could use this powerful robot for his own agenda, infiltrated the Fellowship and enlisted the Sixth Doctor's reluctant hope to unseal Quan's pod and awaken him. Quan, however, proved to have no innate loyalty to the Master just because he'd reactivated him, being more dismayed at being the last surviving robot from his era. The Doctor convinced him that the Master was not to be trusted, and got him to instead agree to fulfil the Fellowship's hopes and prophecies by helping them to restore Tuven.
