A refugee was shot and killed by Sergeant Andy Davidson, who was being controlled by a quantum splice inserted into his hand on Ro-Jedda's orders.
His name was initially unknown, but PC Nicki Owen later gave Andy a document with his name on. As part of Ro-Jedda and Jack Harkness's compromise, Ro-Jedda claimed in her speech that the refugee had been a terrorist rightfully killed by Andy. (AUDIO: The Empty Hand)
Whilst the blame for the refugee's death was placed largely upon Ro-Jedda, Andy was subject to a performance review conducted by the Independent Office for Police Conduct. (AUDIO: Another Man's Shoes)
