Captain Rovia was a soldier in the Roman Empire on an alternate Earth. She worked for Praetor Linus. He ordered her to kill a guard who had seen the TARDIS materialise and change its appearance to a tent. In that timeline, the chameleon circuit of the TARDIS was fully functional, and Linus did not want that information to be widely known. (PROSE: Spiral Scratch)
